In our next all-member meeting on Thursday 25th October, we’ll be having a vote on who we want to fill the six new places representing members on Labour’s highest disciplinary body, the National Constitutional Committee (NCC). The NCC deals with disciplinary cases involving Labour members, including high-profile figures such as Ken Livingstone and Marc Wadsworth. The election will take place in November and ballots will be completed by conference delegates taking into account how their local members feel. In order to get on the ballot, they need five nominations from local Labour Parties like ours including their own. Below is information on all the candidates putting their name forward in alphabetical order and including any endorsements they have and links to supporting statements where we can find them.

Keith Dibble from Aldershot is chair of the South East Regional Board, a Labour councillor for 34 years, a former representative of Unite’s National Political Committee, and chair of Labour First. He is endorsed by Labour First and Progress.

Malcolm Cunning has been a sitting member of Glasgow City Council since 2012 and is the Vice Convenor of the Finance and Audit Scrutiny Committee. He is endorsed by Labour First and Progress.

Annabelle Harle from Cardiff West has previously served as a Welsh Labour Executive Committee member, National Policy Forum member and her local party secretary. She is endorsed by Momentum, the Campaign for Labour Party Democracy (CLPD), Jewish Voice for Labour (JVL), Labour CND, Labour Briefing Co-op, the Labour Representation Committee (LRC) and Red Labour.

Gary Heather is a Labour Councillor in Islington, has previously stood for Parliament and has held positions including chair of his local party. He is endorsed by Momentum, the Campaign for Labour Party Democracy (CLPD), Jewish Voice for Labour (JVL), Labour CND, Labour Briefing Co-op, the Labour Representation Committee (LRC) and Red Labour.

Joanne Harding has been a Labour councillor in Trafford since 2011. She was previously Chair of Health Scrutiny and has held Shadow Executive roles as well as representing members on the National Policy Forum for 7 years and being a member of Unison and Community unions. She is endorsed by Labour First and Progress.

Steve Hart is former chair of Hornsey and Wood Green Labour Party and former Regional Secretary for London and Eastern region of Unite the Union. He is currently vice-chair of Stand up to Racism and is endorsed by Open Labour.

Caroline Hexter is a councillor in New Forest, a member of the South East regional board since 2012 and an experienced investigator of member’s conduct. She’s an active member of the GMB union and Labour Women’s Network. She is endorsed by Labour First and Progress.

Steve Lapsley from Derby South is an Open Labour national committee member and the organisation are endorsing him.

Stephen Marks from Oxford has previously served as a Labour County Councillor and has held positions including Vice-chair of his District Labour Party. He is endorsed by Momentum, the Campaign for Labour Party Democracy (CLPD), Jewish Voice for Labour (JVL), Labour CND, Labour Briefing Co-op, the Labour Representation Committee (LRC) and Red Labour.

Nicola Morrison from Berwick-Upon-Tweed is a member of Disability Labour and an active Project125 campaigner. She is standing for the NCC because “she believes it should represent the diversity of our membership and, currently, disabled members are significantly under-represented on all national committees”.

Khaled Moyeed is a Haringey Labour Councillor, who has held positions including Tottenham BAME Officer. He is Vice Chair of Young Labour Lawyers. He is endorsed by Momentum, the Campaign for Labour Party Democracy (CLPD), Jewish Voice for Labour (JVL), Labour CND, Labour Briefing Co-op, the Labour Representation Committee (LRC) and Red Labour.

Michelle Perfect is a county councillor in Flint, Delyn, and has been the Labour Party’s regional organiser for North Wales. She is endorsed by Open Labour.

Susan Press is a lifelong Labour activist and Labour councillor for Todmorden in Calderdale. She has previously been a Chair of her local party and for years was the Vice Chair of the Labour Representation Committee. Kirat Raj Singh has been a member of the Labour Party for over 12 years, is a former BAME officer of Birmingham Young Labour and between 2013-2014, sat on the National Executive Council of the National Union of Students. He is endorsed by Labour First and Progress.

Gillian Troughton is a borough and parish councillor, and a former county councillor as well as having been parliamentary candidate in her home constituency of Copeland. She’s also a former Unison Shop Steward, supporting members through various grievance procedures and hearings. She is endorsed by Labour First and Progress.

Cecile Wright from Derby North is a former member of the TUC Race Relations Committee, has served on a Mental Health Trust, acted as a Trustee of the National Children’s Bureau and chaired a Women’s Refuge. She has held positions including her local party’s Vice Chair.
